The piece was selected by the Public Art Committee in 2001. The committee chose five pieces, all in the "children" theme to be placed at City Hall and the four City Wards. This piece is located in the Xeriscape Garden south of the Carpenter Recreation Center parking lot. Prior to 2007, the Public Art Committee was comprised of City Council Members.
