Biography
Vivian Rapposelli served as the Secretary of the Department of Services for Children, Youth, and their Families under Governor Jack Markell beginning in 2009. As secretary, Rapposelli has “focused on providing a voice to the state’s youngest and most vulnerable citizens, while also working with community partners to strengthen the programs and services available to children and their families in Delaware.” She also oversees Delaware’s Early Learning Challenge Initiative and chairs the Delaware Hispanic Commission, newly formed “to ensure that education, employment, and health issues of the Hispanic Community are being addressed.”
For her work as secretary, Rapposelli was honored at the Haskell/Wyeth Reception by Delaware Futures. Executive Director Denise Tolliver explained, “We honor people who build our communities by developing our youth to self-sufficiency. Our honorees have not only worked tirelessly to build our communities and serve our youth, they are positive role models.”
Prior to her appointment as Secretary, Rapposelli worked in the legal field at her self-founded firm Rapposelli & Gonzales. It was the first multi-lingual firm in Delaware and focused on serving the Hispanic population in all three counties.
