Biography
Patricia M. Blevins attended Mt. Pleasant High School and then received a bachelor’s in psychology from Temple University. Blevins was elected mayor of Elsmere, before her election to the Delaware State Senate in 1990. She served as Majority Whip (2007-2009), then Majority Leader (2009-2012), then President Pro Tempore (2012-Present).
Blevins was known for being a “pioneer in modernizing the family laws of DE and protecting the welfare of children.” She sponsored legislation for child support enforcement and family visitation centers, and for protections against child abuse, domestic violence, and rape. Blevins also worked to establish the Domestic Violence Coordinating Council as a state agency.
Her legislative accomplishment also includes working to create jobs through the Delaware Technology Assistance Program, meant to bring Tech Companies to Delaware, and supporting the Delaware Small Business Development Center, which awarded her a special recognition in 2003. Blevins also supported legislation meant to abate the health care affordability crisis, and served on the Child Protective Advisory Council, Domestic Violence Coordinating Council, Riverfront Development Council, and the Family Visitation Centers Board. When not in session, Blevins works as the Executive Director of Delaware Helpline, a service that provides connections to human services and state agencies.
