Biography
Harriet N. Smith Windsor was appointed Delaware Secretary of State by Governor Ruth Ann Minner in 2001. Prior to that role, she worked as an English teacher at Seaford Senior High School and then, starting in 1973, at Delaware Technical and Community College. She was an English instructor, developed the Journalism Technology Program at the school, the first woman to chair the English and Journalism Departments, and the first woman to serve as Assistant Dean of Instruction.
Windsor also worked as Director of the Office of State Personnel from 1993 until 2001. She opened the first Sussex County State Personnel Employment Services Office in 1996, which afforded the citizens in Sussex the same hiring and personnel opportunities as the rest of Delaware.
A sought-after speaker at civic, government, and business programs, Windsor is also a mother of two and a longstanding member of Delta Kappa Gamma National Honor Society in Education.
