Biography

Frances West has served on more than 80 national and state organizations, as an elected or appointed member, often serving as chair or President. Among those roles has been treasurer of the National Consumers League, chair of Highmark BluePrints for the Community, and President of the Delmarva Council of Boy Scouts of America. West was also the first woman director of Consumer Affairs, Delaware Highway Commissioner, and president of Delaware’s Better Business Bureau.
