Arts New Orleans, through the Percent For Art Program commissioned two artists, Cynthia Scott and Larry Daniel Nevil, to create five new, site-specific artworks for the Lower Coast of Algiers Community Center, in an area locally known as “Cut-Off.”

Ms. Scott worked closely with students of Rosenwald Elementary School to create drawings of their community. The children responded with pictures of themselves, their homes and churches, and familiar landmarks like the river and water tower. To design the mosaic, Ms. Scott used pieces from all of the drawings and collages gathered in the workshops as a source for one composite image. She then used that drawing as a model for the tile mosaic, "Chillin’ in the Cut-Off."
